I think that there needs to be a Light Sensor block in SE. This could be done, but rather than creating a whole new block, we could just use the Sensor block to operate this function. This would interact with any object which produces light, such as an interior light, a spotlight, a suit's light, and of course solar light.

The sensor would have three new Control Interfaces: "Detect Light", "Light Intensity" and Detect Light is a toggle option, On or Off. When on, it will detect all light in the area. When off, it will not. The Light Intensity interface is a set of two Sliders which go between 0, and 100. With one slider, when set to an integer, it will detect all light above whichever integer is requested. Ex: if set to 40, it will detect all light above 40% intensity. Another slider, still between 0 and 100, will detect light below whichever integer it is set to. Practically, it detects darkness levels. Ex: If it is set to 60, it detects all light levels below 60% intensity. 

Programmable Blocks would also take advantage of this. It would add on the following:

Detect Light On/Off --------- Toggles Detect Light function On or Off
Increase Light Positive ----- Increases the detection level of light
Decrease Light Positive ---- Decreases the detection level of light
Increase Light Negative ---- Increases the detection level of darkness
Decrease Light Negative --- Decreases the detection level of darkness

The implementation of a Light Sensor function allows you to have high efficiency solar panels, have a solar gyroscope, and anything you can imagine involving light detection.

It stays parallel to whatever light source it is interacting with. Example, if plants come into play, it would stay in line of the sun for maximum solar contact.

Solar panels are light detectors. They only need to be powered by artificial lights aswell.
Though that is an old suggestion, an unheard one.
